Interesting list. When I read the title of this post, I was expecting a list of ways to get the audience involved and active. I guess it really depends on how one defines engagement. 
 
All of these nine items are imperative to a successful meeting or conference. They help create a safe and invitational atmosphere for the participant. I think your opening sentence really defines the list well... How do you create an event where attendees feel warmly welcomed, appreciated and comfortable? 
 
For me, engaged means a person is active, busy and occupied. IMO, this is a list of the precursors that are necessary for one to get actively involved or engaged. If you have these nine things, it does not necessarily lead to engagement.

Thanks for the comment. Yes, I agree that doing all of these things is technically setting the stage for an event where the audience is involved and active. And as you say, they are imperative.
